CBAM compliance for producers in Türkiye and beyond

Your EU buyer is asking for your emissions data. Answer with verified data.

CBAMPass calculates embedded emissions per product from your installation and invoice data. It links every number to its source document. It prepares the file for your verifier and the summary for your buyer in one place.

The definitive period started on 1 January 2026. The first annual declaration, for 2026 imports, is due on 30 September 2027. (Regulation (EU) 2023/956 Art. 6(1), Art. 36)

Why now

Calculation started in 2026, the bill comes in 2027

The EU importer files the declaration. But the numbers come from your installation. Without your data the importer uses default values, and the cost grows.

Mark-up added to default values

202610%
202720%
2028 onwards30%

For cement, iron and steel, aluminium and hydrogen. Fertilisers 1%.

According to Türkiye's Ministry of Trade, Türkiye sold USD 9.8 billion of CBAM goods to the EU in 2023.

Example estimate

Certificate cost per tonne: Turkish rebar (CN 7213 91 10), 2026

With default values~€91/t
With verified actual data (scrap + electric arc furnace)~€37/t
Default value with the 10% mark-up2.31 × 1.10 = 2.541 tCO2e/t
Free allocation adjustment deducted0.975 × 1.364 = 1.330 tCO2e/t
Certificates left1.211 × €75.28 ≈ €91/t
If the installation shows 0.55 tCO2e/t with actual data≈ €37/t

Example estimate, not your company's figure. Price is the Q2 2026 certificate price (€75.28). The final value is calculated in the CBAM Registry.

Your EU buyer needs data

To declare actual emissions, installation data comes from the producer and must carry a positive report from an accredited verifier. Without it the buyer declares with default values.

Legal basis: 2023/956 Art. 7(2), Art. 8(1)

Default values come with a mark-up

A mark-up is added to default values and rises each year: 10% in 2026, 20% in 2027, 30% from 2028. For fertilisers it is 1%.

Legal basis: 2025/2621, 2026/1740

Emissions above the benchmark are paid from 2026

The free allocation adjustment per tonne equals the CBAM factor × the benchmark. The CBAM factor is 0.975 in 2026. All emissions above the benchmark need certificates.

Legal basis: 2025/2620; Directive 2003/87/EC Art. 10a(1a)

How it works

How we work

Code produces the numbers, not AI

Deterministic calculation

Emissions, default values and costs are calculated by a rule-based engine. AI only reads documents, suggests CN codes and writes explanations. A suggestion becomes data only after you approve it.

A trail for every number

Every input is linked to evidence: an invoice, a meter reading, a stock count. A verifier can follow the chain back to the source.

Versioned rule data

Default values, benchmarks and dates are stored with their source and date. When the law changes, a new version is added and past periods keep their rules.

Two languages

The interface is in Turkish. Everything that goes to the EU is in English. The operator's report must be in English (2025/2547 Art. 10(4)).

Outputs: Your verifier and your buyer see the same number

Monitoring plan. Built from installation records, in English and Turkish. An approved version does not change.
Buyer summary. An English page with no login. No activity data or evidence.
Audit trail. The verifier follows each result to its formula, source and evidence.
