For verifiers

Verification is required when actual emissions are declared, at a reasonable level of assurance. The materiality threshold is 5% of total specific embedded emissions per tonne.

Legal basis: 2023/956 Art. 8(1); 2025/2546 Art. 3(1), Art. 5

• An audit trail for each result: source line, factor, rule version.
• Every activity data line linked to an evidence file.
• Input hash and period lock: a verified period does not change afterwards.
• Operator report content in the order of 2025/2547 Annex IV.
